for players like Casey Blake who have incentives for reaching certain number of AB’s, but also have multi year deals, are those incentives in effect for every year of the deal?

I believe in Blake’s case those PA incentives are for each year of the deal.

Gurnick said Abreu is expected to return Sept 1

What gives? There’s conflicting info on waiting 10 days or the minor playoffs, whichever comes first.

How many more times can the Dodgers option Toni before they need to start sending him throught waivers?

Options work in years. They can send someone up an down as many times as they want in one year, and that is just one option.

For instance, Blake DeWitt has been optioned to AAA six times this season, but 2009 counts as just one option year. He was also optioned in 2007, so he has one option year left.

Players get 3 option years typically, although in some cases they can get four (either because of an injury exception, or if a player has used ll 3 option years yet doesn’t have 5 years of pro experience)
