That is if

you have told them prior to the call. If you are on a No Call list, but get called by someone, they have to honor any request to place one on that list. Most places wouldn’t get copies of that list, so they will just take you off from there. Leads are hard to come by.

I work with call centers who are calling people all day for FiOS with like 200 people calling and they get like 6-8 sales completed a day, with maybe 12-15 leads. It’s crazy.
