Just Out Of Curiosity

So I have been a life-long Dodgers fan, and while in-between my college classes the other day I was downloading some Dodger's former and current players wallpapers.  And while doing so I came across one for Orel Hershiser and I wondered why in the world #55 hasn't been retired by the Dodgers yet?

I mean his statistics speak for themselves and I'm sure this topic has been brought up before.  I was just curious as to why that has not happened.  He was one of the best pitchers the Dodgers have ever had played for them.

Fernando Valenzuela is another that needs to be up for that consideration as well.
